Support french in Oauth Flow
Added French localization to the OAuth module; the OAuth flow is displayed in French when the user’s browser preferred language is set to French, otherwise it defaults to English.

Bug Fixes

Phrase not finding valid Documents Task 2.0 Timeline
Fixed an issue not allowing users to search documents by title.
