Actions Menue when Addressbook List is Blank

We have a client who has an on premise version of Maximizer and wants a custom capture from to create new Address Book Entries as they want certain details verified before the user can save the entry into the database. We have been able to create a new form for them and publish this to the Actions dropdown menu.

We have encountered one challenge so far and that is that if the user’s Address Book list is empty, this custom action is greyed out. The only actions that are available in that menu when the address book list is empty are Create an Opportunity, Create a Case and Time a Task.

Is there any way to make a custom action available even when the Address Book List is blank, similar to the three actions mentioned above?
